Press Release – UAE Joins Global Efforts to Enhance Statistical Work by Becoming a Member of the UN Statistical Commission for the First Time

The UAE has officially joined the United Nations Statistical Commission for the 2025-2028 term, marking its first-ever membership since the commission’s establishment in 1946. This membership underscores the UAE’s global leadership in advancing statistical systems, driving comprehensive digital transformation in the sector, and positioning itself as a competitive global hub for data and statistical innovation.

Elected in May 2024, the UAE’s participation in the commission reflects its commitment to elevating government statistical practices and investing in the statistical sector at the national, regional, and international levels.

The UN Statistical Commission is the highest international authority for coordinating and setting statistical standards. Comprising 24 member states elected by the UN, the commission focuses on fostering international collaboration, developing statistical initiatives and supporting the achievement of Sustainable Development Goals (SDGs) by improving data systems at both national and global levels.

The UAE’s membership marks a new chapter in its journey to bolster its international presence in the field of statistics. It recognizes the country’s sustained efforts to develop a robust national statistical infrastructure and establish a comprehensive data ecosystem to support decision-makers.

Hanan Ahli: Towards a Sustainable and Adaptive Statistical System

Her Excellency Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre (FCSC) stated: “We are proud to represent the UAE in the UN Statistical Commission, aligned with the vision of our wise leadership to advance statistical work locally and globally. Our focus is on contributing to data-driven policymaking and fostering global dialogue on statistics and data to address development challenges.”

She added: “During our membership, we aim to achieve greater integration between federal entities and local statistical centres to build a sustainable statistical system capable of adapting to global changes. We will prioritize leveraging modern technology, digital solutions, and artificial intelligence to produce unified Emirati statistics that support the nation’s strategic goals, including the “UAE Centennial 2071”, spanning economy, population, society, environment, and more.”

Mohammed Hassan: Enhancing the UN Big Data Platform for SDG’s

His Excellency Mohammed Hassan, Executive Director of the Statistics and Data Sciences Sector at FCSC highlighted that this membership offers opportunities to expand cooperation frameworks and build strategic partnerships with national and regional entities. He noted: “Our participation will contribute to enhancing the UN Big Data Platform linked to the Sustainable Development Goals, for which the UAE is one of only four global regional hubs. This achievement highlights international confidence in our technical and statistical expertise.”

The UN Statistical Commission, which was established in 1946 serves as the highest international body responsible for developing statistical systems. It brings together elite statisticians from member states and oversees decision-making related to statistical work, the development and implementation of international statistical standards, and support for statistical systems in member states. The commission coordinates statistical work among countries and organizations, provides advice and support to UN bodies in data collection, analysis, and dissemination, and comprises 24 members elected by the UN Economic and Social Council, representing different continents worldwide.

UAE Government Launches ‘Data Index’ to Enhance Data Governance

The UAE Government has launched the “Data Index,” designed in alignment with the global best practices in statistics and data management, to enhance government performance efficiency and measure advancements in national data governance.

The Index, developed as part of an integrated plan in collaboration between the Federal Competitiveness and Statistics Centre (FCSC) and the Prime Minister’s Office at the Ministry of Cabinet Affairs, serves as a key benchmark enabling federal entities to manage and provide high-quality data and statistics adhering to international standards under the Data and Digital Government pillar within the "Ada’a" performance framework.

The “Data Index” launched during an event organized by FCSC, the initiative witnessed the participation of 120 data specialists representing 35 federal entities tasked with providing high-quality data within the "Ada’a" digital government framework.

This launch coincides with the recently introduced “Unified UAE Numbers” project, aimed at advancing the national statistical system, supporting the UAE’s progress across various economic, demographic, social, and environmental fields, and fostering transparency and efficiency in government data management. It aligns with the UAE’s vision of global leadership in leveraging data and statistics to support decision-making across three key pillars: enabling a proactive economy, enhancing human and societal well-being, and promoting environmental sustainability and renewable energy.

The “Data Index” underscores the UAE Government’s commitment to advancing digital transformation, optimizing government operations, and adopting cutting-edge technologies and solutions for robust data governance and secure data exchange.

Mohammed Hassan: "Data Index" Measures Progress in National Data Governance

His Excellency Mohammed Hassan, Executive Director of the Statistics and Data Sciences Sector at FCSC, stated: “The launch of the ‘Data Index’ aligns with the government’s direction to enhance performance efficiency and measure progress in national data governance as a future-oriented language. Its effective utilization will catalyze transformative improvements in service efficiency, resource management, and addressing global future challenges to shape a more prosperous and sustainable future.”

He further added, “The ‘Data Index’ encompasses three main pillars: governance of the regulatory and operational framework for data, application of the best statistical practices to enhance quality of government data, and implementation of digital transformation projects to manage all data production processes within participating federal entities. It ensures the reliability, quality, and comprehensiveness of data to support decision-making processes at all levels.”

Khalifa Al Habsi: The Index Provides High-Quality Data to Enhance Government Performance Efficiency

Dr. Khalifa Al Habsi, Director of Sectoral Strategies Performance Department at the Prime Minister’s Office, remarked: “The ‘Data Index’ was developed by a team of national experts at the Prime Minister’s Office in a constructive partnership with FCSC to improve government performance efficiency through the UAE Government’s ‘Ada’a’ system, ensuring the provision of high-quality data.”

He added, “The ‘Index’ covers vital sectors under a regulatory framework consistent with global statistical methodologies. It supports the planning and development of national policies and legislation, strengthens the UAE’s global competitiveness, and serves as a pivotal tool enabling federal entities to manage their data repositories effectively.”

Specialized Session Showcasing Data Index

The launch included orientation sessions for participating entities to understand the requirements for measuring the government’s “Data Index,” its evaluation criteria, and the significance of data in supporting the achievement of the “We the UAE 2031” vision. These sessions highlighted the importance of enhancing the UAE’s position on the global competitiveness map.

The “Data Index” reinforces data governance as a critical component of the development of government performance and operational sustainability through standardised criteria. It ensures the availability of reliable official data as a foundation for effective strategic decision-making and public policy formulation. Moreover, it upholds compliance with national and international privacy legislation, while improving operational efficiency by streamlining data flow between entities to support sustainable development goals and national indicators.

UAE Government launches ‘Unified UAE Numbers’ Project

The UAE government has launched the "Unified UAE Numbers" project, a landmark national initiative to advance and strengthen the country’s statistical system to support its ongoing development across various economic, demographic, social, environmental, and other fields.

The announcement was made during an event attended by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, alongside heads and officials of the country’s statistical centres.

The project, which involves all local governments through respective statistical centres, aims to position the UAE as a global leader in utilising data and statistics to support effective decision-making. It focuses on three key areas: driving a proactive economy, supporting people and society, and promoting sustainable environments and renewable energy.

On this occasion, His Highness Sheikh Mansour bin Zayed Al Nahyan emphasised that the project reflects the UAE government’s commitment to adopting cutting-edge technology and solutions for utilising data and statistics in decision-making, in collaboration with the Federal Competitiveness and Statistics Centre, local statistical centres, executive councils nationwide, and private sector partners.

His Highness Sheikh Mansour added, “The achievements in statistics and data in the UAE serve as a cornerstone for ongoing development efforts, uniting us as a cohesive national team.”

During his meeting with statistical centres officials, Sheikh Mansour praised the collaboration between federal and local authorities, including the National Statistics Committee, chaired by the Federal Competitiveness and Statistics Centre, and the involvement of ministries and government agencies.

He highlighted the importance of data in helping the UAE government make well-informed decisions and policies backed by accurate and comprehensive statistics, enhancing the nation’s competitiveness in key development sectors.

The project aims to streamline the national statistical release calendar and ensure accurate production of indicators at the national level. It also seeks to improve global competitiveness and foster international cooperation by providing detailed and accurate data on the UAE’s performance in global rankings, including GDP, inflation, foreign investment, infrastructure, the environment, and tourism.

Moreover, the project envisions a complete shift towards integrated digital surveys, promoting digital and data integration efforts, and building accurate records based on intelligent data collection and analysis. By leveraging modern technologies and digital platforms, the initiative aspires to create a unified data environment that facilitates strategic decision-making for national development.

The Federal Competitiveness and Statistics Centre Participates in the GCC Economic Competitiveness Forum to Establish a Unified Framework

The Federal Competitiveness and Statistics Centre (FCSC) participated in the first Gulf Cooperation Council (GCC) Economic Competitiveness Forum, organised by Qatar’s Ministry of Finance in collaboration with the World Economic Forum.

The forum brought together representatives from GCC member states with the aim of establishing a unified framework to enhance economic competitiveness, expand areas of cooperation, and build future partnerships. The goal was to improve the GCC’s standings in global competitiveness reports and indices. During the event, the FCSC shared insights into the UAE’s institutionalised approach to managing global competitiveness, through an operational framework overseen by the National Competitiveness Committee.

The forum featured two key sessions: "The Future of GCC Competitiveness" and "Methodologies of Global Reports." These sessions highlighted the role of GCC competitiveness centres in shaping strategies and policies to bolster the region’s competitive capabilities.

Participants also discussed the Global Competitiveness Report issued by the World Economic Forum, which assesses the performance of 141 countries across 103 indicators, grouped into 12 main pillars. These include macroeconomic stability, infrastructure, innovation capacity, and business dynamism.

Hanan Ahli: Achieving GCC Aspirations for global Leadership in Competitiveness Indices

Her Excellency Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, stated that the UAE’s participation in the forum reflects the depth of partnerships among GCC member states and the UAE leadership’s commitment to advancing collaborative efforts. These endeavours aim to achieve shared ambitions and position the GCC as a leader in global competitiveness indices.

She noted that the FCSC, operating within an organisational framework led by the National Competitiveness Committee, has developed an innovative and modern model. This approach enables the professional management of the competitiveness portfolio, fostering transformative change and realising future aspirations.

It is worth noting that the FCSC monitors more than 22 competitiveness reports issued by international organisations and tracks over 1,350 global competitiveness indicators across critical sectors such as the economy, health, education, and gender balance. The Centre aligns its efforts with global trends that enhance the UAE’s competitiveness, ensuring its appeal regionally and internationally.

The National Committee on SDGs Emphasises the Importance of Investing in Young Talents and Enhancing International Partnerships

His Excellency Abdulla Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chairman of the National Committee on Sustainable Development Goals, emphasised the UAE’s wise leadership’s commitment to investing in Emirati youth, highlighting the nation’s dedication to equipping young talents with the skills necessary to contribute to shaping the UAE’s future vision and advancing sustainable development efforts. H.E. noted that the National Committee on SDGs has actively empowered youth to engage in strategic planning and decision-making processes, pinpointing their pivotal role in implementing sustainability agendas both nationally and globally.

This came during the fourth committee meeting, attended by Her Excellency Maria Hanif Al Qassim, Assistant Undersecretary for Policies and Economic Studies at the Ministry of Economy; His Excellency Nasser Ismail, Assistant Undersecretary of Social Welfare at the Ministry of Community Development; Her Excellency Eng. Alia Abdul Rahim Al Harmoudi, Assistant Undersecretary for Sustainable Communities at the Ministry of Climate Change and Environment; His Excellency Dr. Hassan Obaid Al Mheiri, Assistant Undersecretary for Policies and Economic Studies at the Ministry of Education; and Her Excellency Hanan Ahli, Managing Director of the Federal Competitiveness and Statistics Centre (FCSC).

In addition to, Her Excellency Bérangère Boell-Yousfi, United Nations Resident Coordinator in the UAE; Eng. Nawal Yousef AlHanaee, Director of Future Energy at the Ministry of Energy and Infrastructure; His Excellency Maywand Jabarkhyl, CEO of the Fatima bint Mohamed bin Zayed Initiative (FBMI), members of the Youth Advisory Council for Sustainable Development Goals, and representatives from the Ministry of Interior attended the meeting.

The meeting reviewed the achievements of the Youth Advisory Council for Sustainable Development Goals in its second term and its pivotal role in supporting decision-making, thus ensuring inclusive policies to align with the aspirations of future generations.

Youth Advisory Council Achievements

The Youth Advisory Council for Sustainable Development Goals highlighted its key accomplishments in promoting national efforts toward sustainable development. The council launched several initiatives, including "Knowledge Without Borders," which shared the best sustainability practices with over 27 countries, and "Art and Culture for SDGs" which established more than six partnerships to enhance the art and culture ecosystem for sustainability. During COP28, the council hosted a series of international dialogue sessions, with the most notable being the "Health and Climate Change Forum." which focused on exploring the future of healthcare and enhancing preparedness for emerging health-related challenges.

National and Global Updates

Bérangère Boell-Yousfi made a presentation to the committee members, summarising key outcomes from the "Summit of the Future" held by the United Nations in New York in September. The presentation focused on international efforts to accelerate sustainable development, emphasising the importance of international and regional cooperation in achieving sustainable development, and the role of data in tracking progress on both the national and global levels.

The committee further discussed updates on the national plan on SDGs, where Her Excellency Maria Al Qassim presented the Ministry of Economy’s sustainability initiatives, including plans for sustainable tourism, circular economy, sustainable financing, and initiatives to encourage the private sector to adopt the sustainability agenda.

Humanitarian Efforts Focused on Sustainability

The Fatima bint Mohamed bin Zayed Initiative team presented the initiative’s achievements, focusing on sustainability and empowering low-income Afghan communities that have faced significant challenges over the past three decades due to wars and natural disasters. The initiative employed over 8,000 Afghans, 70% of whom are women, provided monthly healthcare to over 25,000 people, and enabled 20,000 children to attend school, providing aid to a total of 1.8 million people.

The National Committee on SDGs is responsible for coordinating efforts among entities to align national policies, strategies, and targets with sustainable development goals, fostering and building national skills to achieve these goals, addressing challenges through partnerships at the local and global levels, preparing national reports, and managing the collection and sharing of SDG data across the UAE.

FCSC Promotes Global Partnerships with International Statistical Offices at the BRICS Meeting

The Federal Competitiveness and Statistics Centre (FCSC) participated in the 16th Meeting of Heads of BRICS National Statistical Agencies, held in Kazan, Russia. The meeting comes within the activities of the BRICS Summit, in which the UAE participates for the first time as a member of the BRICS.

Meeting of Heads of BRICS National Statistical Agencies serves as an effective platform for decision-makers, statisticians, and global experts in big data, paving the way for sharing knowledge, exploring collaboration opportunities, and getting acquainted with cutting-edge, statistics-related scientific and innovative technologies. The meeting focused on implementing impactful projects and initiatives to support the ongoing evaluation of emerging global needs.

Hanan Ahli: An Opportunity to Highlight the UAE’s Leadership in Digital Transformation and Statistical Excellence

Her Excellency Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, stated that participating in this important event provided an opportunity to build bridges and foster effective partnerships with the National Statistics Offices of the BRICS. H.E. Hanan Ahli said that the UAE and its statistical landscape are committed to continuously enhancing the national statistical effectiveness, leveraging modern tools and methodologies to ensure the publication of reliable data on the UAE Unified Numbers, through efficient, adaptable, and agile statistical systems that uphold the highest standards of integrity, while adapting to evolving changes.

"We look forward to building effective partnerships with the National Statistics Offices of BRICS as we approach the activation of the UAE’s membership in the United Nations Statistical Commission, 2025-2028. Our goal is to develop statistical communities, build capacities, and exchange expertise in the fields of statistical governance, the use of big data, and leveraging data science in developing official statistics," she added.

The BRICS Joint Statistical Publication 2024

During the meeting, the "BRICS Joint Statistical Publication 2024", compiled by representatives from the National Statistics Offices of BRICS countries, was launched. It features key economic and social statistics and indices of member countries, such as GDP, inflation rates, price indices, population, employment, and unemployment indicators, etc. Members highlighted that promoting statistical partnerships and cooperation is pivotal to achieving fruitful outcomes in the BRICS statistical activities.

The UAE delegation held bilateral meetings with H.E. Dr. Saurabh Garg, Secretary General of the Ministry of Statistics and Programme Implementation of India, and H.E. Mao Shengyong, Deputy Commissioner of the National Bureau of Statistics of China. The meetings focused on the development of statistical systems, enhancing the role of statistics and data in future readiness across vital sectors, utilising alternative technologies and AI tools for data collection and analysis to support decision-making and strategic planning.

UAE is the 1st globally in the Network Readiness Index according to the UN E-Government Survey 2024

The UAE achieved a perfect score of 100 percent in Telecommunication Infrastructure Index (first in the world), the 1st place in the Human Capital Index in Asia and the Arab world, and the first position in the world in the Content Provisioning and Institutional Framework sub-indices.

The Telecommunications & Digital Government Regulatory Authority (TDRA) announced that the United Arab Emirates has achieved outstanding results in a number of indicators related to government and digital services as per the United Nations E-Government Survey 2024, which focuses on the role of governments in accelerating digital transformation and artificial intelligence for sustainable development, and providing services that enhance the quality of life of community members.

The UAE in the lead

The report announced by the United Nations Department of Economic and Social Affairs (UN-DESA) indicated that the UAE ranks first globally in the Telecommunication Infrastructure Index (TII), with a full score of 100%. The report also indicates that the UAE advanced 34 points in the Human Capital Index (HCI), moving from 44th to 10th place, and getting placed first in Asia and the Arab world in this index. This result reflects the considerable efforts made towards national competencies in the UAE, and provide them with the necessary skills to navigate the era of accelerated digital transformation and technological shifts.

The report pointed out that the UAE belongs to the top rated countries in the E-Government Development Index (EGDI), which constitutes the general framework for a set of criteria. The UAE achieved a score of 95%, and advanced two places from what it had achieved in the previous assessment in 2022; thus, maintaining its position on the list of most developed countries in the world.

Among the results of the report are also the UAE’s full score in the e-government literacy (EGL) index, and the world’s first full score in the content provisioning and institutional framework standards, which are two sub-indices of the Online Service Index (OSI).

A new peak

His Excellency Talal Belhoul Al Falasi, Chairman of TDRA, praised the results achieved by the UAE in the UN E-Government Survey 2024, which reflects the efforts of various federal and local government entities, saying: “With these results, the UAE has established a new milestone in its journey towards a brighter future, led by His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE, and Ruler of Dubai, along with the government. Today, we reap the rewards of a track record of efforts and achievements by the minds of the people of this generous country, in order to solidify the foundations of a digital knowledge society and economy, leveraging cutting-edge technologies, particularly AI and other transformative technologies”.

His Excellency affirmed, "The UAE’s progress in digital government is an outstanding model in integrating human creativity with technology to facilitate people’s lives. The UAE government has been proactive in investing in the telecommunications sector as part of a forward-looking vision in line with the directives of the wise leadership. For over more than two decades, major investments have been made in telecommunications infrastructure. This, accompanied by the upskilling of government cadres has reflected on our country’s progress in this vital sector, which represents the basis of sustainability and creating the future."

One team; one goal

For his part, H.E. Eng. Majed Sultan Al Mesmar, Director-General of TDRA, stressed that the UAE’s keenness to develop the ICT sector stems from the vision of the wise leadership that this sector is the backbone of development and driver for all other sectors.

H.E. said, "When it comes to global competitiveness and sustainable development strategies, the Telecommunication infrastructure Index stands out as one of the most important pillars as it reflects the level of progress of countries in employing future technologies to create the desired future. We are proud that the results of this index placed the UAE at the forefront of the global scene, and we are reaping the fruits of a long journey of pioneership, effective strategies, insightful vision and joint efforts. Today, the UAE has become an inspiring story in the systematic digital transformation, which supports the digital economy and smart cities based on the principles of inclusive government, customer centricity, business continuity and proactivity. If these results have put us on the top globally, we see this as an important incentive for us to continue to implement the strategic motto of Vision 2031, which is to move from one milestone to another."

H.E. added "Of course, I cannot fail to point out that this index is not the only one in which we have achieved full leadership, as we are today in the first place in Asia and the Arab region in the Human Capital Index, and we have achieved a full score in the e-government literacy sub-index, first in content provisioning and first in institutional framework in the OSI. I would like to point out that these achievements would not have been possible without the spirit of partnership that we shared with federal and local government entities, and especially with telecom service providers in the country (e& and du). I extend my thanks and appreciation to them all.”

On her part, H.E. Hanan Mansoor Ahli, Director of the Federal Competitiveness and Statistics Centre (FCSC), said, “The results of the UN E-Government Survey 2024 are a reflection of the effectiveness of digital government enablers, and the efficient telecommunications infrastructure that supports Intergovernmental Integration projects and initiatives. It is also a reflection on the integration of data and statistics, which enhance the implementation of future technologies to ensure government readiness for a sustainable future.”

The UN report highlights TDRA’s efforts to enhance capabilities in digital transformation, and the focus on developing governance and public services by adopting several initiatives. One such initiative being the unified automated chat platform for government services, "U-Ask", which relies on generative artificial intelligence to ensure smooth access to e-government services. Efforts also include the Federal Network (FedNet) initiative, which contributes to enhancing the digital efficiency through AI solutions, and the digital national identity initiative "UAE PASS", which is the first digital national identity for all citizens, residents and visitors, allowing users to access services of local and federal government entities, and other service providers. The UAE also applies best standards and global practices to ensure consistency and accessibility across federal government websites.

The UN-DESA launched its report entitled "e-Government Survey” for the first time in 2003, to be released every two years to monitor the extent of development in digital governments and determine the progress levels in their various tracks. The survey primarily aims to help decision-makers and those responsible for digital transformation to proceed with their plans based on reliable analytics and benchmarks which include government portals, services, content, e-participation, data, etc. regionally and locally. The UN-DESA has been developing its standards in this regard in line with emerging developments and technologies, in order to achieve compatibility between such standards and the SDGs as they stand today.

Upcoming UN World Data Forum to Showcase UAE as Global Hub for Tech, Data and Sustainable Development

The SDGs and the upcoming UN World Data Forum were discussed in a meeting between DSG Amina Mohammed and Abdulla Lootah, DG of FCSA at the UN HQ in New York. In particular, how advanced technologies and data can be utilised to serve nations as they strive to achieve the Sustainable Development Goals (SDGs).

Lootah discussed the UAE’s experience in this regard, highlighting its national and international efforts in support of the SDGs. Hosting the 2nd UN World Data Forum is another opportunity to bring together all stakeholders and focus the world on how to harness the power of data to serve humanity.

"The UN World Data Forum in Dubai ignites the possibilities of technology giving ambition to the critical role of data in monitoring, measuring and achieving progress towards an inclusive, resilient and sustainable future for everyone. The

data revolution creates the opportunity to harness new technologies making the invisible visible and giving the most vulnerable communities a voice in determining a dignified future," said Amina Mohammed, Deputy Secretary-General of the United Nations.

"With a host of international experts, government officials, the private sector and civil society actors set to attend, the upcoming UN World Data Forum is going to offer a truly global platform to share experiences and innovations that can support nations in their drive to meet or exceed the Sustainable Development Goals," said H.E. Lootah, Director General of the FCSA. "We are hosting the UN World Data Forum to highlight UAE’s leadership commitment and to advance this important global commitment; that every nation in the world, can enjoy a decent level of living, health care and education. The Forum will provide an opportunity for participants to learn about the latest data, which will contribute to finding solutions to these challenges in the future."

As the host country, the UAE is working closely with the United Nations and the High-level Group for Partnership, Coordination and Capacity Building to bring together major producers and users of data to collaborate and launch innovative initiatives that will deliver better data on health, education, economy, environment, gender equality, disables (people of determine), and other aspects of sustainable development. A special emphasis will be on advanced technologies, such as artificial intelligence, and its role in driving data transformation in support of the Sustainable Development Goals, with the UAE showcasing a wide range of best practices and innovations in the field of data and statistics.

The second UN World Data Forum will welcome more than 1,500 data experts, policy-makers, and representatives from academia, private sector and CSOs from around the world. The event follows the inaugural forum, which took place in 2017 in Cape Town, South Africa.

The Federal Competitiveness and Statistics Authority signs agreement with Dubai Electricity and Water Authority to support the UN World Data Forum 2018

DUBAI, 28th July, 2018 (WAM)

The Federal Competitiveness and Statistics Authority (FCSA) has signed a memorandum of understanding (MoU) with the Dubai Electricity and Water Authority (DEWA) to build a strategic relationship to support the United Nations 2018 World Data Forum, to be hosted by the United Arab Emirates in October 2018. More than 1,500 leaders, decision makers, experts and specialists in the field of data and statistics from around the world will attend the event.

The MoU was signed by H.E. Abdullah Nasser Lootah, FCSA Director General, and Chairman of the Organising Committee of the UN World Data Forum 2018, and HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, in the presence of senior officials of both organisations.

H.E. Abdullah Nasser Lootah, FCSA Director General, said: "Energy sustainability and efficiency improvement is one of the key sustainable development goals. Underlining its visionary leadership, the UAE has adopted a long-term strategy to promote this goal, and reduce that nation’s dependence on traditional energy sources. Al Tayer appreciated the efforts of the Federal Competitiveness and Statistics Authority in preparing, managing and presenting the UAE’s bid dossier to host the UN World Data Forum 2018. He emphasised the importance of the forum’s topics, which focuses on sustainability. DEWA attaches great importance to supporting the UAE’s efforts in line with the UN’s Sustainable Development Goals 2030. DEWA is committed to adopting sustainability as a main priority for its strategic direction, plans and initiatives, to support the Dubai Clean Energy Strategy 2050, which aims to provide 7% of Dubai’s total power output from clean energy by 2020, 25% by 2030 and 75% by 2050, and the Dubai Plan 2021, which aims to make Dubai a city that is sustainable with its resources and supported by environmental elements that are clean, healthy, sustainable.

They will also highlight the most prominent national projects and achievements achieved by the nation to support the global commitment to promote energy sustainability.

The two organisations will also leverage the discussions and recommendations of the forum and benefit from international expertise to build the competencies of national talent, improve their skills and develop their expertise in statistical fields to deploy them in the development of plans, visions and common policies that serve the achievement of development goals at the local level, including the objectives of the National Agenda for Vision 2021 and the UAE Plan 2071.

The MoU will leverage the activities of the global forum, which is hosted by the UAE to consolidate its position and leading role in building bridges of cooperation and establishing effective partnerships for data exchange and promoting its optimal use to achieve the goals of sustainable development 2030.

The UN World Data Forum 2018 will provide an opportunity to network with organisations, companies, institutions, universities, as well as experts, specialists, and data workers from around the world.

The forum will be attended by leaders of data, and a large number of officials from government and business sectors, who will take part in specialized discussion sessions in establishing a scientific environment to enhance the contribution of data and statistics to achieving the goals of sustainable development 2030.

‘Data Is Essential for Addressing Future Food Security Challenges’ Say Experts in Discussion Panel ahead of UN World Data Forum 2018

The Federal Competitiveness and Statistics Authority (FCSA) organised a panel discussion on “Future Food Security and the Importance of Data in Addressing Food Challenges”, part of the “Data for a Better Future for Humanity” in the lead-up to the UN World Data Forum 2018, set to be held in Dubai on October 22-24.

Under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, the Forum brings together high-ranking officials, prominent decision makers, and more than 1,500 experts and specialists in data and statistics from all around the world.

His Excellency Abdullah Nasser Lootah, FCSA Director General and Chairman of the Forum’s Organising Committee, attended the workshop, along with a number of senior officials, including Essa Abdulrahman Al Hashemi, Head of the Food Security Office at the Ministry of Cabinet Affairs and the Future; and Eng Mohammed Ahmed Al-Dhanhani, Director of the Development and Health Department at the Ministry of Climate Change and the Environment; in addition to executives from statistics centres across the country and several of the FCSA’s strategic partners.

“This workshop is the first in a series of seminars that introduce members of the community to the importance of data and information, and its role in the development of high quality-services that meet their aspirations and improve their quality of life,” said H.E. Lootah. “It also offers a platform for proposals and initiatives that can be presented to participants at the second UN World Data Forum, which is set to be hosted in Dubai next month and will further cement the UAE’s reputation as a massive database and a global leader in embracing innovation and data to achieve the 2030 Agenda’s Sustainable Development Goals (SDGs).”

For his part, Essa Abdulrahman Al Hashemi introduced the concept of food security and the UAE’s initiatives in this regard. The UAE realised early on the importance of providing safe and healthy food supplies at reasonable prices, Al Hashemi asserted, citing the projects launched by the late Sheikh Zayed bin Sultan Al Nahyan, Founding Father of the UAE, that have guaranteed the country’s impressive score on the Global Food Security Index today. Most notable among these projects were establishing a national food security office in Abu Dhabi and approving a national strategy and system to stock strategic food supplies.

Al-Hashemi went on to affirm that data is a key pillar in the UAE’s ambitious plan to claim the top spot on the Global Food Security Index through initiatives and projects that will incentivise the private sector and entrepreneurs to invest in agricultural projects and embrace the latest technologies in this field.

Statistics and data are at the core of any effective food security system, Al Hashemi reiterated, noting their value and role in developing efficient mechanisms to ensure sustainability and continuous improvement. The most vital of these statistics cover domestic consumption, food waste, regular and groundwater resources and ways to manage them, and crops and ways to cultivate them using modern technology.

The discussion went on to highlight the importance of keeping up with scientific innovations within the food supply chain strategy, such as genome science, water-saving and capturing techniques that use humidity, and improved seeds that increase agricultural output and food production.

On a related note, Eng. Mohammed Ahmed Al-Dhanhani underlined the importance of cooperation among all stakeholders to enhance data collection, as this will help ensure accurate nation-wide statistics. Al-Dhanhani pointed to the announcement of the Strategy for Food Diversity, which includes partners and entities working within a unified system that aims to establish a more effective mechanism to provide accurate statistical data and information. He also stressed the importance of utilising modern technology, which will also contribute to the provision of accurate data. This technology includes Blockchain which provides real data and indicators on the volume of food consumption, accelerates the process of food import and export and completes financial transactions to ensure the availability of food products in the event of natural disasters.

Al-Dhanhani added that the availability of data is one of the best ways to overcome the challenges to achieve diversity by providing indicators on the size of food production in the country, through identifying the appropriate crops to grow and their level of water consumption. This ensures the conservation of groundwater reserves and the development of the agricultural sector through better adoption. It also balances water consumption according to weather conditions, monitors consumption processes and ensures the development of agricultural, fisheries and animal sectors. The discussion was followed by interactive dialogue and a question and answer session.

The UN World Data Forum 2018 is the most important international gathering of data and statistics in the world. It contributes to the establishment of a scientific incubator environment to enhance the role of data and statistics in achieving the Sustainable Development Goals 2030, namely food security, health and learning.

The Federal Competitiveness and Statistics Authority has signed a strategic partnership agreement with Smart Dubai, to enhance cooperation for supporting the 2nd United Nations World Data Forum 2018. The forum will be held in the UAE in October, with more than 1500 experts in the field of data and statistics from different countries of the world expected to attend.

The partnership agreement aims at uniting efforts to contribute to the success of the world’s largest data event, and to use it as a platform to review the qualitative accomplishments achieved by UAE institutions and government entities by employing modern technologies to support the development and prosperity of the community.

The agreement was signed at the headquarters of the Federal Authority for Competitiveness and Statistics in Dubai by H.E. Abdullah Nasser Lootah, FCSA Director General, and Chairman of the Organising Committee of the UN World Data Forum 2018, along with HE Younus Al Nasser, Assistant Director General, Smart Dubai, and CEO, Dubai Data Establishment, in the presence of the accompanying delegates from both entities.

"The combination of efforts and effective cooperation among all parties will have a significant impact on the success of hosting the United Nations World Data Forum 2018, consolidating the UAE’s leading position as a global destination for world-class events," said H.E. It aims at achieving mutual goals, visions, policies, plans and strategic programs to develop a smart statistical system that will serve as an example for the world, and provide information and knowledge to meet the needs of both entities while supporting sustainable development plans at all levels.

Real GDP 2017 generates 0.8% growth and 2.5% growth for non-oil sectors in 2017

Dubai, UAE – 12 June 2018

HE Sultan bin Saeed Al Mansouri, Minister of Economy, pointed out that preliminary estimates issued by the Federal Authority for Competitiveness and Statistics indicate growth in the economic performance of the UAE in general; which came as a result of growth in oil resources and rise in international oil prices and growth in non-oil sectors. His Excellency also lauded UAE’s success in economic diversification, expansion of the economic production base, and the importance of strategic initiatives and programs aimed at increasing reliance on non-oil sectors and the sector’s contribution to the country’s GDP.

According to National Accounts preliminary estimates by the Federal Authority for Competitiveness and Statistics for 2017, the general results of the preliminary estimates of UAE macroeconomic indicators indicated growth of GDP by 0.8% in real (constant) prices in 2017 compared to 2016

The data also show that GDP estimates for 2017 at real prices (base year 2010) amounted to approximately AED 1422.2 billion in the UAE, compared to about AED 1411.1 billion in 2016.

From an economic diversification perspective, preliminary estimates indicate that estimates of GDP at current prices of non-oil sectors amounted to approximately AED 1092 million, with a growth rate of 3.2% (current prices) and 2.5% (constant prices) the end of 2017 compared to 2016.

In terms of contribution of economic sectors to the current GDP, data showed that activities related to the Extraction of Crude Oil and Natural Gas, has contributed to about 22.3%. Both Wholesale and Retail Trade activities contributed to 12.3% and Manufacturing activities amounted to approximately 4.8%, while Construction activity contributed with 8.7%.

The contribution of financial services activities, on the other hand, amounted to 9.6%. The Public Administration, Defense and Social Security sector also showed an increasing contribution to the GDP, reaching about 7%. In terms of the growth rate of the activities and the economic sectors, which constitute the GDP of 2017 compared to 2016, oil activities achieved a positive growth of about 23.7%. The public administration, defense and social security sector also marked a growth of about 11.4%.

Non-oil activities, on the other hand, showed mostly positive growth. Electricity, Gas, Water and Waste Management activities achieved the highest annual growth rate of 9.4%, followed by Human Health and Social Services activities by 6.3%. Administrative Services and Support Services increased by 5.5%, while Manufacturing Activity grew by 4.8%. Arts, Entertainment, Promotion and Other Services activities grew by 3.8%, Education Activity grew by 2.9%, while growth rate in the Transport and Storage sector reached 2.5%.

In real prices, the highest growth rate was recorded by Accommodation and Food Services activity by 8.5%. Electricity, Gas, Water and Waste Management activities grew by 8%. The General Government sector achieved a growth of 6.2%, Health and Social Services by 4.4%, while the Oil Sector achieved negative growth (-3%) due to the government’s policy of reducing production, as a result of the increase in global oil prices and other sectors.
