The National Committee on SDGs Discusses UAE’s Efforts in Monitoring Indicators for Achieving Development Goals

The National Committee on Sustainable Development Goals (SDGs) emphasised the need to intensify efforts and accelerate implementation to achieve the desired progress in the 2030 sustainable development agenda nationally. This entails closely monitoring progress regarding the 17 goals 231 indicators, capitalising on opportunities, and fostering cooperation between the government and private sectors.

The committee also discussed its mandate and responsibilities, highlighting its crucial role in translating the UAE’s directives and bolstering its involvement in international endeavours towards achieving global sustainable development goals.

This came during the inaugural meeting of the National Committee for Sustainable Development Goals under its new formation, led by His Excellency Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, Chairman of the National Committee on SDGs.

The Committee’s members include HE Brigadier General Dr. Rashid Al Dakhri, Deputy Director of the General Department of Strategy and Performance Development at the Ministry of Interior; HE Maria Hanif Al-Qassim, Assistant Undersecretary for the Policy and Economic Studies at the Ministry of Economy; HE Hassan Obaid Al Mheiri, Assistant Undersecretary for Planning and Educational Services Sector at the Ministry of Education; HE Ahmed Al Nasser, Assistant Undersecretary of National Human Resources Development at the Ministry of Human Resources and Emiratisation; HE Dr Hussain Al Rand, Assistant Undersecretary for the Public Health Sector at the Ministry of Health and Prevention; HE Nasser Ismail, Assistant Undersecretary of Social Welfare at the Ministry of Community Development; HE Alia Abdul Rahim Al Harmoudi, Assistant Undersecretary for the Sustainable Communities Sector at the Ministry of Climate Change and Environment; HE Hanan Mansour Ahli, Director of the Federal Competitiveness and Statistics Centre (FCSC); HE Nawal Alhanaee, Director of Future Energy Department at the Ministry of Energy & Infrastructure; HE Rashid Al Humairi, Director of the Department of Development and International Cooperation at the Ministry of Foreign Affairs; and Shatha AlHashmi, Advisor at the Government Experience Exchange Office, Committee Rapporteur.

The National Committee for SDGs undertakes several main tasks, including: coordinating with relevant entities to align and review national policies, strategies, and targets with the sustainable development goals; building and strengthening national capabilities to achieve sustainable development goals and addressing challenges through partnerships locally and globally; preparing national reports on the country’s progress and efforts to achieve SDGs; and coordinating with authorities to compile and publish related data on SDGs at the UAE level.

Abdulla Lootah emphasised that the UAE’s leadership prioritises the attainment of sustainable development goals, adopting a vision centred on accelerating their achievement and enhancing international participation in these endeavours. He noted that the announcement made by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE in 2024, as an extension of the Year of Sustainability declared in 2023, reaffirms the UAE’s steadfast commitment in this area.

Lootah stated that since its formation, the National Committee for Sustainable Development Goals has consistently aligned with the country’s directives and national initiatives aimed at realising the SDGs. Additionally, it has actively contributed to enhancing the UAE’s involvement and leadership in supporting international initiatives towards these objectives. He emphasised the significance of the committee’s efforts in expanding project initiatives, launching new programmes, and intensifying actions to monitor progress in achieving development goals at the national level, thereby accelerating their fulfilment across various sectors.

During the meeting, the members of the National Committee for Sustainable Development Goals discussed the role of the Committee’s General Secretariat and the responsibilities of its members. They received an update on the progress of the UAE in achieving the SDGs and discussed the Committee members’ role in advancing these goals and accelerating the pace of work towards their achievement.

The meeting reviewed the efforts of the General Secretariat since the committee’s new formation, including its organisation of introductory and technical meetings in collaboration with the Federal Competitiveness and Statistics Centre. These meetings focused on discussing the national Data plan for SDGs and reviewing the achievements of ministries and government entities in implementing their indicators.

The attendees discussed the outcomes of the progress report on the adoption of the national plan for sustainable development data, as well as the mechanisms for monitoring goal achievement and conducting periodic reviews with technical work teams to assess progress levels. They also addressed the key initiatives launched and facilitated by the General Secretariat of the National Committee.

Additionally, the meeting reviewed the outcomes of the SDGs in Action Forum, held as part of the World Governments Summit activities, the SDG Young Leaders Programme, and the UAE’s participation in two Voluntary National Reviews assessing global sustainable development goal achievement levels. They also discussed the readiness to submit the voluntary review in 2026 and preparations to participate in the Science, Technology and Innovation Forum for SDGs and the High-Level Political Forum on Sustainable Development in the United Nations.

The National Committee on SDGs was established to implement the 2030 Sustainable Development Goals at the national level. Its objectives include aligning the UAE’s priorities with those of the United Nations, as well as facilitating the exchange of experiences among local and international stakeholders and partners. This aims to broaden the pool of active participants in implementing the United Nations’ agenda for SDGs.

The UAE Joins United Nations Statistical Commission As Member

The United Nations has selected the UAE as a member of the Statistical Commission, one of the eight technical committees affiliated with the Organization’s Economic and Social Council, for its next session from 2025 to 2028. This membership marks a significant milestone for the country, being the first of its kind since the Commission’s founding in 1946.

The country’s selection for membership in the United Nations Statistical Commission aligns with efforts to enhance the UAE’s participation in international initiatives. It also provides an international platform for sharing the UAE’s advanced models, thereby enhancing the efficiency and accuracy of statistical analysis worldwide. Additionally, it supports the establishment of digital platforms for data exchange.

The Statistical Commission, composed of 24 countries elected by the United Nations Economic and Social Council, stands as the apex of the global statistical system. Serving as the primary entity uniting senior statisticians and experts, it holds responsibility for decision-making regarding international statistical activities, as well as for developing statistical standards and ensuring their implementation on both national and international levels.

H.E. Hanan Mansour Ahli, Director of the Federal Competitiveness and Statistics Centre (FCSC), affirmed that the UAE’s election to membership in the United Nations Statistical Commission reflects the nation’s leadership in digitalising the statistical system and its prominent global standing. This achievement underscores the wise leadership’s commitment to bolstering the country’s active involvement in enhancing government operations overall, as well as strengthening the statistical sector’s capabilities both nationally and internationally.

Hanan Ahli highlighted that the statistical system in the UAE, supported by local statistical centres, harnesses technology, digital solutions, and artificial intelligence techniques. This transformation has evolved the system from a mere collector of information and data to an integrated platform supporting strategic planning and nurturing innovative solutions to address future challenges. This process relies on a scientific and practical methodology in data analysis.

She pointed out that the UAE’s membership in the United Nations Statistical Commission will serve as a crucial platform for sharing distinguished Emirati experiences and exchanging statistical knowledge with countries possessing exemplary expertise in this domain.

Mohammed Hassan, Executive Director of the Statistics and Data Science Sector at FCSC, emphasised that the UAE’s election as the only Gulf country to the United Nations Statistical Commission reflects its effective role in developing solutions for utilising data to support the achievement of global sustainable development goals. This is evidenced by its embrace of the UN’s Regional Hub for Big Data for Sustainable Development platform, which aims to enhance the capabilities of the statistical community in the Middle East and North Africa region and leverage big data and artificial intelligence techniques to advance the statistics sector.

The UAE’s membership in the United Nations Statistical Commission supports its contribution to leading global statistical thought. It enables effective participation in decision-making for global statistical activities, fosters the development of statistical standards, concepts, and methods, and offers opportunities to learn about the best international statistical practices, standards, and methodologies. Moreover, it facilitates the adoption and adaptation of best practices developed by countries worldwide in the field of statistics, in collaboration with international organisations.

The country’s membership amplifies efforts to showcase the UAE’s achievements in developing the statistics and data sector, share its distinguished Emirati experience in this field, and raise awareness of the role of artificial intelligence solutions, laws, and legislation in advancing statistical work for future endeavours.

National Committee on SDGs Organizes ‘Road to Sustainability’ in Collaboration with Furjan Dubai, Careem Bike, and Carrefour

The UAE’s National Committee on SDGs organized a new round of the ‘Road to Sustainability’ campaign, which was initially launched last year. This initiative is part of the broader efforts to support the ‘Year of Sustainability’ guidelines announced by HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE. Under the slogan ‘Today for Tomorrow,’ the campaign aims to enhance community awareness about sustainability and its significance, as well as to bolster the country’s achievements in the 17 Sustainable Development Goals (SDGs).

This year’s campaign, held in collaboration with "Furjan Dubai," "Careem Bike," and "Carrefour," was launched at the Al Khawaneej Jogging Track in Dubai. Representatives from "Careem Bike" and "Carrefour," along with members of the UAE’s National Committee on SDGs and several members of the UAE community, participated in the event. "Careem Bike" provided free bicycles to the participants, while "Carrefour" supplied environmentally friendly gifts.

His Excellency Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange and Chair of the UAE’s National Committee on SDGs, stated: "The campaign embodies the UAE government’s commitment to encouraging individuals to embrace a sustainable lifestyle, which contributes to creating a better world for future generations. The National Committee on SDGs aims to achieve the UN’s sustainable development goals by fostering long-term partnerships with voluntary community institutions in the country, thereby advancing the goals in the UAE and worldwide."

Alia Al Shamlan, Founder and Director General of the "Furjan Dubai", expressed pride in participating in the "Road to Sustainability" campaign. She emphasized Furjan Dubai’s dedication, since its establishment in 2021, to actively engage and enhance human and social interaction among members of the UAE community through initiatives supporting sustainability.

Sami Amin, Senior Director of Operations at Careem, commented: "We are pleased to contribute to the Year of Sustainability initiatives and enhance the public’s experience of the ‘Road to Sustainability’ by providing free bicycles from Careem. Since its launch in February 2020, Careem has helped reduce carbon dioxide emissions by more than 3,750 tons, equivalent to the emissions of 1,051 vehicles annually, thereby supporting the achievement of sustainable development goals, particularly Goal 7, which ensures access to clean energy at affordable prices."

Amin added: "Careem Bike, launched in 2020, has become the largest bicycle sharing program in the region, with over 217 bicycle parking stations in Dubai and Abu Dhabi. The service has become the preferred choice for sustainable transportation and recreation among residents and tourists, thanks to its affordability and accessibility."

Bernardo Perloiro, Chief Operating Officer – GCC at Majid Al Futtaim – Retail, remarked: "We are pleased to collaborate with the UAE’s National Committee on SDGs to raise awareness among the UAE community. At Majid Al Futtaim, we consistently seek to contribute to events aligned with our sustainability strategies, aiming to become Net Positive in water and carbon by 2040."

It is noteworthy that the UAE’s National Committee on SDGs was established to implement the Agenda 2030 for Sustainable Development, align the UAE’s priorities with the UN’s goals, and exchange experiences with partners locally and internationally to broaden the circle of active participants in the UN Agenda for Sustainable Development.

UAE Leads Regionally, Sole Arab Country Among Top 20 Globally in Human Development Index Report

The United Arab Emirates ranked first regionally in the 2023/2024 Human Development Index report issued by the United Nations Development Programme, advancing nine places in the global ranking from the previous report, to rank 17th globally out of 193 countries covered in the report, ahead of countries such as Canada, the United States, and Japan, thereby attaining a prestigious status and becoming the only Arab country among the top 20 globally.

His Excellency Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, said, "Under the leadership of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of UAE, and the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the UAE government is walking with firm and ceaseless steps towards serving humanity, happiness, and welfare."

He added, "The UAE has proven its leadership at the regional level and its global excellence in the field of human development, thanks to successful policies aimed at achieving prosperity in education, health, economy, living standards, and quality of life, and to ensure sustainable development in all areas to guarantee a promising and sustainable future for future generations."

Her Excellency Hanan Mansour Ahli, Director of the Federal Competitiveness and Statistics Centre (FCSC), said, "The UAE aspires to be among the best performing countries in global competitiveness reports, as competitiveness has a human and societal dimension focusing on human welfare. Under the wise leadership’s directions, we are working to establish the foundations of decent life in the country to ensure the welfare of its society."

Ahli added, "The UAE’s achievement of ranking 17th globally in the report to be among the leading countries in the field of human development is due to the combined efforts of federal and local entities in the health, education, and economic sectors, where it has topped the first place regionally over several years, advancing globally this year by nine places compared to last year. We are all continuing in the competitiveness race to achieve honourable performance for our country."

According to the report titled "Reimagining Cooperation in a Polarized World" this year, the UAE’s score reached 0.937, advancing from last year by 0.026 points, while Switzerland, which ranked first globally, scored 0.967. The UAE’s score in the life expectancy at birth indicator reached 79.2 years, contributing to the third goal of the Sustainable Development Goals (Good Health and Well-being), adopted by the United Nations member states for the 2030 Sustainable Development Agenda. The UAE’s score in the Expected Years of Schooling indicator was 17.2 years, while the Mean Years of Schooling was 12.8 years, reflecting on the fourth goal (Quality Education), while the Gross National Income per capita was 74.104 US dollars.

It is worth mentioning that the Human Development Report is issued annually by the United Nations Development Programme since 1990, and it is a composite index that reflects the well-being of peoples in the world through three dimensions (health, knowledge, and living standards), represented in four indicators: life expectancy at birth, expected years of schooling, mean years of schooling, and per capita gross national income.

The UAE Participates in the 55th Session of the United Nations Statistical Commission

The UAE delegation has recently participated in the meetings of the 55th session of the United Nations Statistical Commission, held in New York City. This event stands as the largest international gathering of statistics and data science experts globally, drawing the heads and directors of statistical entities and data centres from various countries. The assembly also saw participation from academics, experts, and consultants in UN bodies and international organisations.

The UAE delegation included leaders from the Federal Competitiveness and Statistics Centre (FCSC), and local statistics centres including the Statistics Centre – Abu Dhabi (SCAD); Digital Dubai represented by Dubai Data and Statistics Establishment (DDSE); the Department of Statistics and Community Development (DSCD) in Sharjah; Ajman Statistics justify; Ras Al Khaimah Statistics justify (RAKSC); and the Federal Authority for Identity, Citizenship, Customs & Port Security.

During its participation in the meetings, the delegation announced its adoption of the United Nations Statistical Commission’s decision proposal to initiate the World Population and Housing Census Programme for the year 2030. The statistical community in the country will commence work on implementing the proposal, positioning the UAE as the first in the world to incorporate this update into its international-level statistical agenda.

The delegation participated in meeting sessions and workshops, surrounding specialised activities and sessions addressing fundamental principles of official statistics, data science, open data, governance statistics, climate change statistics, integration of statistical and geospatial information, the International Comparison Program (ICP), services statistics, statistics related to aging, disaggregated data by age, demographic statistics, human development, and health statistics. Additionally, the agenda covered data and indicators related to the 2030 Sustainable Development Goals (SDGs) Plan.

The delegation emphasised that the practices and digital environment in the UAE have enhanced readiness and led to significant advancements in census implementation. This progress included the utilisation of artificial intelligence tools for data collection and processing, facilitated by effective partnerships between the government and private sectors. These collaborations extend to analysing spatial data for censuses and linking them to essential services for the population, thereby enhancing overall well-being.

The UAE delegation engaged in discussions with officials from various international organisations, including the United Nations Conference on Trade and Development (UNCTAD). They discussed the means of exploring opportunities for collaborative efforts to enhance the measurement of foreign direct investment, aligning with the latest practices and key private standards in data collection and calculation methodologies.

The delegation also met with representatives from statistical offices in various countries, including Statistics Sweden, Statistics Austria, the National Institute of Statistics and Economic Studies in France, Stats New Zealand, the Brazilian Institute of Geography and Statistics, the Statistics Bureau of Japan, and the Korean Statistical Information Service. The meetings aimed to exchange statistical experiences and explore opportunities for enhancing cooperation, particularly in the context of updating the United Nations big data platform for the Sustainable Development Goals. Notably, the UAE is among the four countries worldwide selected as regional headquarters for the platform.

Her Excellency Hanan Mansour Ahli, Head of the UAE delegation and Director of the Federal Competitiveness and Statistics Centre, emphasised the importance of strengthening international collaboration with organisations and partners in the fields of statistics and data science. She highlighted the need for concerted international efforts to leverage big data for the betterment of societies.

These collaborations aim to achieve the strategic goals set by the wise leadership of the UAE, enhance the well-being of communities, and underscore the necessity of working as a global community to unify efforts and design effective solutions for a better tomorrow for humanity.

The National Committee on SDGs adopts the national data action plan to achieve the 2030 UN Goals

The first meeting of 2024 for the UAE National Committee on Sustainable Development Goals (SDGs) took place during the "SDGs in Action Forum" at the World Governments Summit held in Dubai from February 12 to 14.

Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, Vice Chairman of the National Committee on SDGs, emphasised the importance of collaboration between all government bodies, and intensifying national efforts to achieve the sustainable development goals, and work to support partnerships to target the UAE sustainable development agenda.

The meeting was chaired by Her Excellency Hanan Mansour Ahli, Director of the Federal Competitiveness and Statistics Centre (FCSC), who holds the role of the secretariat of the National Committee on Sustainable Development Goals. Her Excellency appreciated the efforts of the committee members in activating various national and international projects and initiatives, which contribute to a positive impact and building a sustainable future for the next generations.

Stressing the UAE’s leadership role in the field of sustainable development at the global level, His Excellency Abdulla Nasser Lootah said: “The committee meeting serves as a testament to the UAE’s unwavering commitment to guiding sustainable development towards a more expansive horizon. Additionally, it underscores a profound understanding of the essential role of teamwork and close collaboration between the government and private sectors, not only in shaping strategies but also in executing them effectively".

Lootah confirmed that the UAE contribution to achieving the desired progress aims to ensure that no one is left behind, through achieving sustainability at various sectors and cooperation with societies is essential to achieve the 2030 goals.

The “SDGs in Action Forum" engagements at the World Government Summit 2024 were presented during the meeting; which includes the representation of ministers, UN officials, decision makers and representatives of prominent international organizations from all over the world in 13 sessions, and more than 300 participants. The Committee also, adopted the UAE National Data Action Plan for the Sustainable Development Goals, which aims to measure the progress made in data analysis at the national level and ensure its accuracy.

Her Excellency Hanan Ahli said: “Recent data shows that progress towards the sustainable development goals is at the midway point and remains incomplete. Countries must intensify their efforts to enhance the availability of data concerning the 17 sustainable development goals, which aim to secure a better and more sustainable future for all. These goals are designed to tackle the global challenges confronting us."

Her Excellency added: “The availability of data on SDGs in Arab countries shows continuous improvement, with a notable 6 percent increase recorded between 2020 and 2023. According to data provided by the ESCWA organization, which has established a network of specialized technical teams to monitor completed data periodically and track achievements in real-time, there has been a significant advancement. It is noteworthy that the UAE has made remarkable strides in achieving sustainable development goals, reaching a rate of 42%, far surpassing the regional average performance of 14%, as reported by the Arab SDG Monitor by ESCWA".

His Excellency Mohammed Hassan, Executive Director of the National Statistics and Data Sector at FCSC, emphasised the importance of the statistics and data sector in knowledge exchange, which contributes to an important economic role equivalent to oil. This shift is attributed to the utilisation of technologies like artificial intelligence and digital technology, which significantly contribute to shaping future economies. The data revolution is seen as instrumental in realising strategic goals and fostering comprehensive sustainable development plans at local, regional, and global scales.

His Excellency further stressed that big data serves as the fundamental cornerstone for maximising the potential of artificial intelligence. It plays a crucial role in empowering this cutting-edge technology to fulfil one of its most critical functions: forecasting. This process proves invaluable in data-driven strategic planning initiatives.

The National Committee on SDGs was established to execute the 2030 Sustainable Development Goals at the national level. Its objectives include aligning the UAE’s priorities with those of the United Nations, as well as facilitating the exchange of experiences among local and international stakeholders and partners. Sustainable Development Goals 2045 pave the way for the future global agenda

The forum, which was launched under the slogan "Sustainable Development Goals 2045: Paving the Way towards the Future Global Agenda", aimed to exchange best practices to achieve the Sustainable Development Goals by providing a space for global dialogue in advancing the Sustainable Development Goals, as it is an opportunity for world leaders to present radical solutions to accelerate the implementation of the Sustainable Development Goals, face challenges and reshape the common future for future generations. The forum discussed global challenges by proposing innovative solutions, projects and initiatives to accelerate sustainable solutions to all major challenges in the world, including technological development, climate change, inequality, natural disasters and other challenges. Decision Makers The forum brought together world leaders, presidents, ministers, decision-makers, executives, experts and advisers from around the world in various sectors, and the forum was attended by Emine Erdogan, wife of the President of the Republic. UAE calls on countries around the world to strengthen partnerships and cooperation in intensifying efforts to achieve SDG 17

The delegation of the State of U.A.E. to the High-Level Political Forum on Sustainable Development 2024 in New York, at the conclusion of the annual UN event, affirmed that the UAE adopts a flexible and constantly evolving cooperative model that aims to expand partnerships, knowledge exchange and fruitful and sustainable development work globally, in a way that supports the achievement of the sustainable development goals set by the United Nations for the year 2030, and foresees the prospects for sustainable development for individuals, communities and the planet.

His Excellency Abdullah Nasser Lootah, Assistant Minister of Cabinet Affairs for Knowledge Exchange and Competitiveness and Chairman of the National Committee for Sustainable Development Goals, stressed in the speech of the UAE delegation delivered at the end of his participation in the UN Forum at the United Nations Headquarters, that the UAE continues, under the directives of the wise leadership, to support the achievement of sustainable development goals by strengthening partnership agreements, exchanging knowledge, implementing bilateral and joint development projects, and providing assistance that has a sustainable impact.

Abdullah Lootah said: "The UAE will continue its approach of partnership and cooperation for the good of societies and peoples. By aligning its external aid strategy with the Sustainable Development Goals, in 2022 it amounted to more than US$3.4 billion, of which 83% was development aid, and the Mohamed bin Rashid Al Maktoum Global Initiatives spent about AED 1.8 billion positively impacting the lives of more than 100 million beneficiaries, the Abu Dhabi Fund for Development invested nearly US$60 billion to more than 100 countries, and the Emirates Red Crescent provided 54% of its total assistance to support global development initiatives.

Since the launch of the government’s knowledge exchange program, it has concluded agreements with more than 35 countries, implemented more than 367 initiatives, and trained more than 3.2 million government employees.

During a session on the sixth goal of the Sustainable Development Goals (SDGs), which is concerned with clean water and hygiene issues, Lootah stressed the importance of promoting global climate action as a key supporter of achieving the rest of the sustainable development goals, and pointed to the UAE’s commitment with the countries of the world to accelerate the pace of achieving development goals. Climate (COP28) We united around the "UAE Agreement", which was described as the most ambitious and comprehensive agreement since the Paris Agreement, and the presidency of the Conference launched the tripartite "Troika of Chairs of the Conferences of the Parties" aimed at uniting efforts until the thirtieth session.

Abdullah Lootah called on UN organizations, international institutions and governments to join the UAE’s efforts to foresee the future of the sustainable development goals beyond 2030 and for the next two decades leading up to 2045, recalling the first-of-its-kind report issued by the UAE at this session of the United Nations High-Level Political Forum on Sustainable Development, which examines the global path to achieving the 2045 Sustainable Development Goals.

The High-Level Political Forum on Sustainable Development (HLPF), the main platform of the United Nations on sustainable development, has played a pivotal role since its inception in 2012, in following up and reviewing what has been implemented at the country level in the 2030 Agenda for Sustainable Development.

This edition of the International Forum was held under the theme "Promoting the 2030 Agenda for Sustainable Development and Eradicating Poverty in Times of Multiple Crises… Implementing sustainable, resilient and innovative solutions effectively", and throughout the period from 8 to 17 July 2024, delegates participating in this year’s edition of the Forum worked on in-depth revisions of five of the Sustainable Development Goals: Goal 1 to eradicate poverty in all its forms everywhere, Goal 2 to end hunger, achieve food security, improve nutrition and promote sustainable agriculture, Goal 13 to support climate action and call for urgent action to combat climate change and its repercussions, and Goal 16 to promote Inclusive peaceful societies to achieve sustainable development, provide justice for all and build effective and efficient institutions, and Goal 17, which focuses on global partnerships to promote Implementation of the Sustainable Development Goals.

UAE Government Launches ‘Data Index’ to Enhance Data Governance

The UAE Government has launched the “Data Index,” designed in alignment with the global best practices in statistics and data management, to enhance government performance efficiency and measure advancements in national data governance.

The Index, developed as part of an integrated plan in collaboration between the Federal Competitiveness and Statistics Centre (FCSC) and the Prime Minister’s Office at the Ministry of Cabinet Affairs, serves as a key benchmark enabling federal entities to manage and provide high-quality data and statistics adhering to international standards under the Data and Digital Government pillar within the "Ada’a" performance framework.

The “Data Index” launched during an event organized by FCSC, the initiative witnessed the participation of 120 data specialists representing 35 federal entities tasked with providing high-quality data within the "Ada’a" digital government framework.

This launch coincides with the recently introduced “Unified UAE Numbers” project, aimed at advancing the national statistical system, supporting the UAE’s progress across various economic, demographic, social, and environmental fields, and fostering transparency and efficiency in government data management. It aligns with the UAE’s vision of global leadership in leveraging data and statistics to support decision-making across three key pillars: enabling a proactive economy, enhancing human and societal well-being, and promoting environmental sustainability and renewable energy.

The “Data Index” underscores the UAE Government’s commitment to advancing digital transformation, optimizing government operations, and adopting cutting-edge technologies and solutions for robust data governance and secure data exchange.

Mohammed Hassan: "Data Index" Measures Progress in National Data Governance

His Excellency Mohammed Hassan, Executive Director of the Statistics and Data Sciences Sector at FCSC, stated: “The launch of the ‘Data Index’ aligns with the government’s direction to enhance performance efficiency and measure progress in national data governance as a future-oriented language. Its effective utilization will catalyze transformative improvements in service efficiency, resource management, and addressing global future challenges to shape a more prosperous and sustainable future.”

He further added, “The ‘Data Index’ encompasses three main pillars: governance of the regulatory and operational framework for data, application of the best statistical practices to enhance quality of government data, and implementation of digital transformation projects to manage all data production processes within participating federal entities. It ensures the reliability, quality, and comprehensiveness of data to support decision-making processes at all levels.”

Khalifa Al Habsi: The Index Provides High-Quality Data to Enhance Government Performance Efficiency

Dr. Khalifa Al Habsi, Director of Sectoral Strategies Performance Department at the Prime Minister’s Office, remarked: “The ‘Data Index’ was developed by a team of national experts at the Prime Minister’s Office in a constructive partnership with FCSC to improve government performance efficiency through the UAE Government’s ‘Ada’a’ system, ensuring the provision of high-quality data.”

He added, “The ‘Index’ covers vital sectors under a regulatory framework consistent with global statistical methodologies. It supports the planning and development of national policies and legislation, strengthens the UAE’s global competitiveness, and serves as a pivotal tool enabling federal entities to manage their data repositories effectively.”

Specialized Session Showcasing Data Index

The launch included orientation sessions for participating entities to understand the requirements for measuring the government’s “Data Index,” its evaluation criteria, and the significance of data in supporting the achievement of the “We the UAE 2031” vision. These sessions highlighted the importance of enhancing the UAE’s position on the global competitiveness map.

The “Data Index” reinforces data governance as a critical component of the development of government performance and operational sustainability through standardised criteria. It ensures the availability of reliable official data as a foundation for effective strategic decision-making and public policy formulation. Moreover, it upholds compliance with national and international privacy legislation, while improving operational efficiency by streamlining data flow between entities to support sustainable development goals and national indicators.

UAE Government launches ‘Unified UAE Numbers’ Project

The UAE government has launched the "Unified UAE Numbers" project, a landmark national initiative to advance and strengthen the country’s statistical system to support its ongoing development across various economic, demographic, social, environmental, and other fields.

The announcement was made during an event attended by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court, alongside heads and officials of the country’s statistical centres.

The project, which involves all local governments through respective statistical centres, aims to position the UAE as a global leader in utilising data and statistics to support effective decision-making. It focuses on three key areas: driving a proactive economy, supporting people and society, and promoting sustainable environments and renewable energy.

On this occasion, His Highness Sheikh Mansour bin Zayed Al Nahyan emphasised that the project reflects the UAE government’s commitment to adopting cutting-edge technology and solutions for utilising data and statistics in decision-making, in collaboration with the Federal Competitiveness and Statistics Centre, local statistical centres, executive councils nationwide, and private sector partners.

His Highness Sheikh Mansour added, “The achievements in statistics and data in the UAE serve as a cornerstone for ongoing development efforts, uniting us as a cohesive national team.”

During his meeting with statistical centres officials, Sheikh Mansour praised the collaboration between federal and local authorities, including the National Statistics Committee, chaired by the Federal Competitiveness and Statistics Centre, and the involvement of ministries and government agencies.

He highlighted the importance of data in helping the UAE government make well-informed decisions and policies backed by accurate and comprehensive statistics, enhancing the nation’s competitiveness in key development sectors.

The project aims to streamline the national statistical release calendar and ensure accurate production of indicators at the national level. It also seeks to improve global competitiveness and foster international cooperation by providing detailed and accurate data on the UAE’s performance in global rankings, including GDP, inflation, foreign investment, infrastructure, the environment, and tourism.

Moreover, the project envisions a complete shift towards integrated digital surveys, promoting digital and data integration efforts, and building accurate records based on intelligent data collection and analysis. By leveraging modern technologies and digital platforms, the initiative aspires to create a unified data environment that facilitates strategic decision-making for national development.

The Federal Competitiveness and Statistics Centre Participates in the GCC Economic Competitiveness Forum to Establish a Unified Framework

The Federal Competitiveness and Statistics Centre (FCSC) participated in the first Gulf Cooperation Council (GCC) Economic Competitiveness Forum, organised by Qatar’s Ministry of Finance in collaboration with the World Economic Forum.

The forum brought together representatives from GCC member states with the aim of establishing a unified framework to enhance economic competitiveness, expand areas of cooperation, and build future partnerships. The goal was to improve the GCC’s standings in global competitiveness reports and indices. During the event, the FCSC shared insights into the UAE’s institutionalised approach to managing global competitiveness, through an operational framework overseen by the National Competitiveness Committee.

The forum featured two key sessions: "The Future of GCC Competitiveness" and "Methodologies of Global Reports." These sessions highlighted the role of GCC competitiveness centres in shaping strategies and policies to bolster the region’s competitive capabilities.

Participants also discussed the Global Competitiveness Report issued by the World Economic Forum, which assesses the performance of 141 countries across 103 indicators, grouped into 12 main pillars. These include macroeconomic stability, infrastructure, innovation capacity, and business dynamism.

Hanan Ahli: Achieving GCC Aspirations for global Leadership in Competitiveness Indices

Her Excellency Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, stated that the UAE’s participation in the forum reflects the depth of partnerships among GCC member states and the UAE leadership’s commitment to advancing collaborative efforts. These endeavours aim to achieve shared ambitions and position the GCC as a leader in global competitiveness indices.

She noted that the FCSC, operating within an organisational framework led by the National Competitiveness Committee, has developed an innovative and modern model. This approach enables the professional management of the competitiveness portfolio, fostering transformative change and realising future aspirations.

It is worth noting that the FCSC monitors more than 22 competitiveness reports issued by international organisations and tracks over 1,350 global competitiveness indicators across critical sectors such as the economy, health, education, and gender balance. The Centre aligns its efforts with global trends that enhance the UAE’s competitiveness, ensuring its appeal regionally and internationally.

His Excellency Abdulla Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chairman of the National Committee on Sustainable Development Goals, emphasised the UAE’s wise leadership’s commitment to investing in Emirati youth, highlighting the nation’s dedication to equipping young talents with the skills necessary to contribute to shaping the UAE’s future vision and advancing sustainable development efforts. H.E. noted that the National Committee on SDGs has actively empowered youth to engage in strategic planning and decision-making processes, pinpointing their pivotal role in implementing sustainability agendas both nationally and globally.

This came during the fourth committee meeting, attended by Her Excellency Maria Hanif Al Qassim, Assistant Undersecretary for Policies and Economic Studies at the Ministry of Economy; His Excellency Nasser Ismail, Assistant Undersecretary of Social Welfare at the Ministry of Community Development; Her Excellency Eng. Alia Abdul Rahim Al Harmoudi, Assistant Undersecretary for Sustainable Communities at the Ministry of Climate Change and Environment; His Excellency Dr. Hassan Obaid Al Mheiri, Assistant Undersecretary for Policies and Economic Studies at the Ministry of Education; and Her Excellency Hanan Ahli, Managing Director of the Federal Competitiveness and Statistics Centre (FCSC).

In addition to, Her Excellency Bérangère Boell-Yousfi, United Nations Resident Coordinator in the UAE; Eng. Nawal Yousef AlHanaee, Director of Future Energy at the Ministry of Energy and Infrastructure; His Excellency Maywand Jabarkhyl, CEO of the Fatima bint Mohamed bin Zayed Initiative (FBMI), members of the Youth Advisory Council for Sustainable Development Goals, and representatives from the Ministry of Interior attended the meeting.

The meeting reviewed the achievements of the Youth Advisory Council for Sustainable Development Goals in its second term and its pivotal role in supporting decision-making, thus ensuring inclusive policies to align with the aspirations of future generations.

Youth Advisory Council Achievements

The Youth Advisory Council for Sustainable Development Goals highlighted its key accomplishments in promoting national efforts toward sustainable development. The council launched several initiatives, including "Knowledge Without Borders," which shared the best sustainability practices with over 27 countries, and "Art and Culture for SDGs" which established more than six partnerships to enhance the art and culture ecosystem for sustainability. During COP28, the council hosted a series of international dialogue sessions, with the most notable being the "Health and Climate Change Forum." which focused on exploring the future of healthcare and enhancing preparedness for emerging health-related challenges.

National and Global Updates

Bérangère Boell-Yousfi made a presentation to the committee members, summarising key outcomes from the "Summit of the Future" held by the United Nations in New York in September. The presentation focused on international efforts to accelerate sustainable development, emphasising the importance of international and regional cooperation in achieving sustainable development, and the role of data in tracking progress on both the national and global levels.

The committee further discussed updates on the national plan on SDGs, where Her Excellency Maria Al Qassim presented the Ministry of Economy’s sustainability initiatives, including plans for sustainable tourism, circular economy, sustainable financing, and initiatives to encourage the private sector to adopt the sustainability agenda.

Humanitarian Efforts Focused on Sustainability

The Fatima bint Mohamed bin Zayed Initiative team presented the initiative’s achievements, focusing on sustainability and empowering low-income Afghan communities that have faced significant challenges over the past three decades due to wars and natural disasters. The initiative employed over 8,000 Afghans, 70% of whom are women, provided monthly healthcare to over 25,000 people, and enabled 20,000 children to attend school, providing aid to a total of 1.8 million people.

The National Committee on SDGs is responsible for coordinating efforts among entities to align national policies, strategies, and targets with sustainable development goals, fostering and building national skills to achieve these goals, addressing challenges through partnerships at the local and global levels, preparing national reports, and managing the collection and sharing of SDG data across the UAE.
